Lit. "under construction pagoda." A pagoda at Kanshinji 観心寺 in Osaka that has only its first story. Kusunoki Masashige 楠木正成 (1298-1336), a supporter of Emperor Go-Daigo 後醍醐 (r. 1318-39) vowed to build a three-storied pagoda in his honor. However, Kusunoki Masashige was killed by Ashikaga Takauji 足利尊氏 (1305-58), and Emperor Go-Daigo defeated, and thus the second and third stories were never built.
